Jonathan Spalter, Chairman and CEO

Before creating the independent investment research firm Public Insight, LP, Spalter served in the Clinton Administration where he was confirmed by the US Senate to serve as Associate Director of the US Information Agency, and CIO. He also served in the White House as a Director on the National Security Council staff, and as chief international affairs spokesman for Vice President Al Gore. In the private sector, Spalter has been CEO of Snocap, founded by the creators of Napster; CEO of Vivendi Universal’s health publishing subsidiary, Atmedica Worldwide, and as Vivendi Universal’s group Senior Vice President for global public policy. Spalter was an analyst at Multinational Strategies Inc., the New York investment and political risk advisory firm. He was graduated Magna Cum Laude from Harvard University, and received the M. Phil from Cambridge University, where he focused on international economics and political risk analysis. A frequent commentator and author on financial markets and public policy, he is a member and former Fellow of the Council on Foreign Relations.
Dr. Paul M. Sacks, Managing Director, New York

Dr. Sacks takes on the new role of Managing Director, overseeing the activities of our New York office. He has for twenty years been President of Multinational Strategies, Inc. (MNS), a financial advisory firm assisting asset management companies and sovereign clients from emerging markets in their privatization and capital markets activities. Prior to joining MNS, Dr. Sacks worked at Chase Manhattan Bank where he helped establish their commercial sovereign risk subsidiary. He has served as foreign investment advisor to the Prime Ministers of the Czech Republic and Bulgaria, in addition to several other sovereign mandates. Dr. Sacks holds an M.A. and Ph.D. in Political Science from the University of California, Los Angeles, and an A.B. from the University of Rochester. From 1975-1979 he served as Lecturer in the Department of Political Science at the University of California, Los Angeles. Over the past decade Dr. Sacks also served as Adjunct Professor at Columbia University’s School of International and Public Affairs. He is a member of the Council on Foreign Relations, and also serves on Public Insight’s National Advisory Board.
Mark Sutton, Executive Director, Public Insight Australia

Mark Sutton has more than 20 years experience in the media, politics, lobbying and advising large private sector companies on how to work with government. From 1997 to 1999 he was supervising producer of Australia’s National Nine Early News. In 1999 Mark joined the office of then Public Works Minister Morris Lemma as media adviser. In early 2000 he was appointed Chief of Staff to the current Premier, who was promoted to the Health portfolio after the 2003 election. Mark joined Australia’s largest public affairs company, CPR, four years ago to run their Sydney office, which has coverage in all major industries with clients in investment banking, telecommunications, infrastructure, pharmaceuticals, energy, mining, transport, rail, construction, gaming, property development and IT. He has specialized in government procurement and regulation – including providing government relations counsel to the consortium which won Australia’s largest public private partnership (PPP) – the NSW Government’s $5.6 billion rolling stock contract. Earlier this year Mark was appointed as Executive Director of Public Insight Australia. Mark has a Bachelor of Arts (Communications) and Graduate Diploma (Business).
Tara Galvin, Director of Research and Client Services

Ms. Galvin comes to Public Insight after serving as Director for Western Hemisphere Affairs at The U.S. Chamber of Commerce located in Washington, D.C. In this capacity, she worked on issues relating to trade agreements, trade logistics improvement, and strategic trade facilitation initiatives. Prior to joining The U.S. Chamber of Commerce, Ms. Galvin was a Senior Associate in the Global Government Affairs division of The McGraw-Hill Companies where her portfolio included Standard & Poor’s and international privacy issues. She also gained legislative experience working for both the House of Representatives and the Senate on Capitol Hill. Additionally, Ms. Galvin served as the Political Director for Burlington County, N.J. during the 2004 presidential election cycle. Ms. Galvin holds a Juris Doctorate from Rutgers School of Law and a Bachelors of Science in Foreign Service and Certificate in Latin American Studies from Georgetown University.
