Investment Issue: A hedge fund
client was considering a large position in a wireless high-speed internet
service provider and came to Public Insight for a deeper understanding of the
Federal Communications Commission’s 700 MHz spectrum auction and the various
proposals that had been submitted by commercial and public safety groups
requesting that the FCC rewrite the rules governing the upper band of the 700
MHz, a move that stood to alter the target company's business model.

telecommunications regulatory team who were able to provide real-time insight
and forecast the FCC’s rulemaking procedures and outcome.
Investment Outcome: Washington,
D.C.-based lawyers and lobbyists, who regularly represent clients before the
FCC, explained the anticipated Broadband Optimization Plan (BOP), forecasted
correctly which auction restrictions would remain intact and which rules were
likely to be rewritten, and provided a timeframe for each phase thus enabling
our client to take informed and decisive action.
